Technical Manager I/II (holding the functional title of Clerk of Works/Building Services Inspector/Assistant Clerk of Works/Assistant Building Services Inspector) in the Project Division of the Estates Office (Ref.: 534705)

We are looking for Technical Manager I/II (holding the functional title of Clerk of Works/Building Services Inspector/Assistant Clerk of Works/Assistant Building Services Inspector) to join the Estates Office.

 

The Role

The appointee will participate in campus expansion projects.  He/she will be an all-rounded candidate who will undertake comprehensive project duties from inception to post-completion.  He/she will also be responsible for providing administrative and clerical support; exercising budget, programme planning and quality control; and coordinating with various parties including consultants, government authorities, internal user groups, and in-house bodies in relation to project execution.

Qualifications and Qualities

Applicants should possess:

  • A Bachelor’s degree or above in Building Services (Electrical and Mechanical), Architecture, Civil/Structural Engineering, or a building/interior design-related discipline;
  • At least 8 years’ relevant experience at a supervisory level in project planning, management, site supervision and customer relationship management;
  • Experience in defect management, including liaising directly with main contractors/sub-contractors;
  • Good communication skills with the ability to work effectively with internal user groups;
  • Capability to troubleshoot complaints, log defects and provide progress updates;
  • Proven ability to conduct regular site inspections to assess the quality of remedial works, ensuring compliance with established standards and university specifications;
  • A solid understanding of building construction, MEP (Mechanical, Electrical, Plumbing) systems;
  • Technical proficiency combined with strong emotional intelligence, and the capability to handle staff and student complaints with patience and diplomacy; and
  • A valid Construction Industry Safety Training Certificate (Green Card) issued in accordance with Chapter 59 of the Factories and Industrial Undertakings Ordinance (i.e. by attending the relevant safety training courses which are recognized by the Commissioner for Labour) or equivalent.  

Those with less experience or lower qualifications may be considered for appointment as Technical Manager II.

 

What We offer

The appointment will commence as soon as possible on a one-year temporary full-time contract basis.  A highly competitive salary commensurate with qualifications and experience will be offered, in addition to annual leave and medical benefits.
