Assistant Manager (Procurement) (at the rank of Assistant Finance Manager) in the Finance and Enterprises Office (Ref.: 494042) (to commence as soon as possible, on a two-year fixed-term basis with contract-end gratuity and University contribution to a retirement benefits scheme, totalling up to 10% of basic salary, with the possibility of renewal)
Applicants should possess a recognized degree and preferably with a professional qualification in procurement (e.g. CIPS, CPSM, CPSD); at least 4 years’ post-qualification, solid and relevant experience in procurement, and a very good understanding of governance and compliance in procurement, preferably in the public sector or a sizeable organization. They should have a good command of both written and spoken English and Chinese; proficiency in MS Office and Chinese word processing; strong communication, presentation and problem-solving skills; and good interpersonal and leadership skills to work effectively with all levels of staff at multiple organization levels. Knowledge of Putonghua would be advantage. Applicants should also be self-motivated with vision on effective procurement; well-organized; able to perform tasks requiring considerable independent analysis and evaluation, and to pursue continuous process improvement through application of innovation and technology. Those with experience in the use of the ERP (i.e. Oracle Purchasing) or e-Procurement system, and have experience in leading a small operational team will have an advantage. The appointee will design and develop an effective procurement and sourcing strategies; review and implement policies and procedures on procurement to ensure effective use of the University’s resources in a governed manner; manage the procurement of equipment, goods and services of the University by Strategic Category Management; manage the procurement support team to provide professional services/support for the end-to-end procurement process to be delivered within service pledge; work with internal departments/faculties to source goods/services; prepare Tender or issue RFQ; conduct evaluation (price analysis) and award; carry out compliance check on tender/quotation process, and advise users on procurement policies & procedures; conduct supplier performance management, compile reports and analysis; contribute as a key user in the development and enhancement of the Procurement System(s); and perform other duties as assigned by the supervisor.
