IT Manager/IT Officer (several posts) in the School of Public Health (Ref.: 527456)
The appointees will work on a territory-wide youth mental health project, with the aim to provide evidence-based information for early detection, management, prevention of youth suicide and mental health disorders, and promotion of resilience and mental wellbeing in Hong Kong.
Role and Responsibilities:
- Design, develop, and maintain web applications, utilizing front-end, back-end, and database technologies;
- Implement and manage Geographical Information Systems (GIS) solutions, including open-source GIS tools such as QGIS Server, OpenLayers, and Leaflet;
- Collaborate with vendors to develop, test, and deploy web applications and GIS projects;
- Troubleshoot and resolve technical issues related to web applications, GIS systems, and related hardware and software;
- Provide technical support and assistance to staff members, addressing and resolving IT-related inquiries;
- Keep up-to-date with emerging technologies and trends in Full Stack Web Development, GIS and Generative AI, recommending improvements to optimize performance;
- Assist in the planning and implementation of IT projects, such as system upgrades, data mining, data migrations, and web application development;
- Responsible for the development and maintenance of the data collection platform;
- Support service planning decisions with ad hoc analysis as needed;
- Improve procedures, guideline and standards for data management and security;
- Provide support for data collection, data storage, data security, server maintenance etc.
- Perform other duties as assigned.
Qualifications and Qualities:
- Bachelor's degree in Computer Science, Information Technology, or a related field;
- At least 5 years of development and managerial work experience in various IT areas e.g. Full Stack Web Development, including front-end, back-end, and database management;
- Proficiency in TypeScript, JavaScript, Vue.js, HTML5, and MongoDB;
- Experience with Electron for desktop application development;
- Strong knowledge of Geographical Information Systems (GIS), with experience in open-source GIS development tools such as QGIS Server, OpenLayers, and Leaflet;
- Excellent problem-solving and critical-thinking skills, with the ability to diagnose and resolve complex technical issues;
- Strong communication and interpersonal skills, with the ability to convey technical information to non-technical staff members;
- Ability to multitask, prioritize, and work independently or as part of a team;
- Applicants with less experience may be considered for appointment as IT Officer.
What We Offer:
The appointments will be made on fixed-term full-time contract for 2 years, to commence as soon as possible with the possibility of renewal subject to satisfactory performance. A highly competitive salary commensurate with qualifications and experience will be offered, together with contract-end gratuity and University contribution to a retirement benefits scheme at 10% of basic salary.
