Assistant Manager (Procurement), Central Procurement Team in the Finance and Enterprises Office (Ref.: 533886)
The University of Hong Kong has completed a transformational programme for implementation of centralised control and strategic procurement of key-spend items with decentralised transactional purchasing by user departments via eProcurement System to enhance its operational/administrative efficiency and move towards customer orientation whilst maintaining corporate governance. The Finance and Enterprises Office of the University is looking for a procurement practitioner to join its Central Procurement Team.
The Role
The appointee will be required to:
- contribute to defining and implementing procurement strategies; initiate, support and drive procurement and supplier management initiatives;
- review procurement policies/procedures and implement changes to ensure corporate governance whilst achieving operational efficiency;
- plan and practise category-specific strategic procurement for the assigned categories by opportunity identification and demand aggregation;
- manage tactical procurement; drive and lead tenders for the assigned categories including sourcing, tender preparation, evaluation (price analysis) and contract award;
- process tender cases submitted to the Tenders Board by compilation of Tender Recommendation Paper;
- carry out compliance checking on tender/quotation process, and advise users on procurement policies & procedures;
- conduct supplier performance management and compile management reports; and
- perform any other projects / duties as assigned.
Qualifications and Qualities
Applicants should
- have a recognised degree in Procurement or Supply Chain Management or related disciplines and preferably with a professional qualification in procurement (e.g., CIPS, CPSM, CPSD);
- have at least five years’ post-qualification solid procurement experience, preferably in the public sector or sizeable organisations;
- attain minimum Level 2 in 5 subjects in HKDSEE including English Language OR 5 passes in HKCEE including English (Syllabus B), OR equivalent;
- possess Category Management experience, ideally with category knowledge of corporate goods & services, medical supplies or medical equipment/services;
- be a change agent who is self-motivated with vision on effective procurement to drive strategic procurement and to implement operational excellence;
- pursue continuous improvement through application of innovation and technology by constantly challenging the status-quo;
- be well-organised with good problem-solving skills, and proficient in compiling data analysis and reports for management presentation;
- have good interpersonal and leadership ability to work effectively with academic, technical and non-technical staff at multiple organisation levels;
- be customer-centric and possess strong communication and stakeholders management skills;
- have good command of both written and spoken English and Chinese, with knowledge of Putonghua being an advantage; and
- be proficient in MS Office (in particular Excel & PowerPoint) and Chinese word processing, with experience in ERP (i.e., Oracle Purchasing) or eProcurement system being an absolute advantage.
What We Offer
The appointment will be made on fixed-term full-time contract for 2 years, to commence as soon as possible with the possibility of renewal. A highly competitive salary commensurate with qualifications and experience will be offered, together with contract-end gratuity and University contribution to a retirement benefits scheme, totalling up to 10% of basic salary.
