Communications Manager/Assistant Manager (Communications) (at the rank of Administrative Assistant II/Executive Officer) in the Joint University Programmes Admissions System (JUPAS) Office (Ref.: 534482) (to commence as soon as possible, on a one-year full-time temporary basis, with the possibility of renewal subject to satisfactory performance)

The JUPAS Office administers the centralised application system for admission to full-time undergraduate programmes offered by participating-institutions in Hong Kong. We are committed to providing accurate, timely, and increasingly user-focused services to applicants, and other key stakeholders, ensuring fairness, transparency, and operational excellence throughout the admissions process. About the Role

The appointee will lead the Communications function of the JUPAS Office and be responsible for the overall planning, delivery, and continuous enhancement of applicant- and stakeholder-facing communications. The role encompasses corporate communications, digital communication channels, public engagement, and content management, with enquiry services forming part of the overall communications framework.

The Manager will take an agile, evidence-based approach, examining why information gaps arise and how communications, content and supporting systems can be refined to enable clearer understanding of the JUPAS process and procedures, reduce uncertainty, and minimise avoidable enquiries.

Key Responsibilities

  • Plan and deliver JUPAS communications and engagement activities, ensuring clear, consistent, and effective messaging across all applicant-and stakeholder-facing channels.
  • Oversee the development and maintenance of communications content, including websites, systems, multimedia materials, and self-service resources.
  • Take overall responsibility for communications-related platforms and systems, including the chatbot, website CMS, digital enquiry forms, and telephone enquiry system.
  • Use enquiry trends, user feedback, and service performance information to inform communications priorities, content updates, channel enhancements, and service improvements.
  • Manage suppliers supporting communications and enquiry systems, including service performance, enhancement planning, and budget utilisation.
  • Handle media enquiries and public communications, including complex or high-profile matters for the JUPAS Office.
  • Organise and deliver external communications initiatives, including physical and online briefings, information sessions, and outreach activities to promote understanding of the JUPAS system and admissions arrangements.
  • Provide strategic communications advice and operational support to internal and external stakeholders, with due regard to policy, system, and process implications.
  • Perform other duties as assigned by the Executive Director or designated supervisor.

About the Requirements

Applicants should possess:

  • A good University degree.
  • At least 8-10 years’ relevant working experience, preferably from complex, service-intensive or public-facing organisations (e.g. tertiary education, large-scale admissions, public bodies or similar environments).
  • Excellent written and verbal communication skills, with the ability to convey complex information clearly to diverse audiences.
  • Strong analytical and problem-solving abilities, with a data-informed and improvement-oriented mindset.
  • Sound IT literacy and experience in working with digital platforms and systems (e.g. MS Office, content management systems, system UAT, AI-enabled tools).
  • Proven ability to work with external vendors, service providers.
  • Experience in managing enquiry or customer-facing services, with an understanding of professional enquiry handling standards and stakeholder expectations.
  • Ability to work independently under pressure, manage competing priorities, and meet tight deadlines with high professional standards.
  • Flexible and adaptable, able to adjust communications approaches and priorities in response to data, feedback, and changing stakeholder needs.
  • A good understanding of JUPAS or similar large-scale admissions systems will be an advantage.
  • Bilingual proficiency in English and Chinese (including Cantonese) is required; Putonghua is an advantage.

Candidates with less relevant experience may be considered for appointment as Assistant Manager (Communications) (at the rank of Executive Officer).

Appointment and Application

The appointee will report to the Executive Director of the JUPAS Office.  Applicants should clearly highlight how their experience is relevant to the post and how they will add value to the JUPAS Office.
