Assistant Services Manager (Electronic Access and Collection Assessment) (at the rank of Executive Officer) in the University Libraries (Ref: 536157)

 

The University of Hong Kong Libraries Collection Services (Collection Services) is responsible for providing quality services for resources and access in support of learning, teaching and research. Collection Services encompasses Acquisitions, Cataloguing, Collection Management and Collection Development for the Libraries’ general collections, in both physical and electronic formats.

 

 The Role

 Reporting to the Collection Services Librarian, the appointee will support the management and ongoing development of the Libraries’ electronic resources, ensuring seamless access and optimal user experience. The appointee will help oversee the section’s day-to-day operations and contribute to the continuous improvement of workflows and best practices for access management of library electronic resources.

 Key responsibilities include: 

  • Manage and maintain access to subscribed and open-access electronic resources (e-journals, e-books, databases and other digital content), including set-up, activation and ongoing maintenance
  • Coordinate electronic resource lifecycle activities, including trials, renewals and changes, and liaise with vendors and internal stakeholders as needed
  • Monitor and resolve access and discovery issues, working with vendors and relevant Library teams to ensure timely troubleshooting and communication
  • Maintain and improve electronic resource records and related knowledge base settings to support accurate discovery and linking
  • Collect, analyse and report electronic resource usage and access statistics to support evidence-based decision-making and service improvement
  • Develop, document and continuously improve team workflows, procedures and service standards for electronic resources management in line with current trends and technologies
  • Collaborate with different Library teams to support user-oriented discovery services and enhance access to electronic resources

 

 

 

Qualifications and Qualities

Applicants should possess a recognized degree or diploma in Library and Information Science (or a related discipline), preferably with 10 years’ relevant post-qualification experience. They should be proficient in written and spoken English and Chinese (including Putonghua), with strong communication and interpersonal skills, and sound analytical and problem-solving abilities. 

Candidates should have in-depth knowledge and strong technical skills in electronic resources management, including: 

  • Experience in electronic resources management, including activation, access maintenance and issue resolution relating to electronic resources
  • Familiarity with Alma and PrimoVE, including knowledge base/link resolver concepts and related workflows
  • Experience in managing electronic resource records and ensuring accurate discovery, linking and holdings coverage
  • Ability to work with vendors and publishers on access configuration, authentication, service incidents and product changes
  • Experience with electronic resource usage statistics and analytics
  • Knowledge of authentication and electronic access mechanism (e.g. IP authentication, proxy and federated access) and investigation of access failures
  • Knowledge of licensing concepts of electronic resources
  • Familiarity with Python, SQL and current AI applications is an advantage 

 

What we offer

The appointment will be made on a fixed-term full-time contract for 2 years, to commence as soon as possible with the possibility of renewal subject to satisfactory performance. A highly competitive salary commensurate with qualifications and experience will be offered, together with contract-end gratuity and University contribution to a retirement benefits scheme at 10% of basic salary. Other benefits include annual leave and medical benefits.
